China has expanded its overseas-travel restrictions on top private-sector AI personnel to now include their family members too, tightening measures aimed at preventing strategic knowledge from flowing to the U.S. Authorities have begun notifying affected individuals — including prominent startup founders and executives at strategically important AI and chip companies — that close relatives such as spouses and children will now need government approval before traveling abroad, even for short trips.

This builds on existing travel limits China already placed on frontline AI staff at firms like Alibaba and DeepSeek earlier this year. It's unclear whether all family members will be subject to the new requirement, but sources say Beijing plans to keep expanding the list of covered individuals over time. A separate related measure, effective since September 15, formalizes exit bans tied to criminal investigations or breaches of industrial and tech security rules.

China has long restricted travel for other strategic personnel — top university researchers, nuclear scientists, state-company executives — with rules that extended to family too, but this marks a sharper focus on private-sector AI talent specifically, treated as a strategic resource for the world's second-largest economy. The move follows heightened Chinese concern after Meta's $2 billion acquisition attempt of Chinese AI startup Manus, which Beijing ultimately ordered blocked, prompting further curbs on U.S. investment in sensitive Chinese tech firms. The policy could increasingly force ambitious young engineers to choose, early in their careers, between staying in China or moving abroad.
